The Democratic Party is deepening the justifying rhetoric for a technical government, set up in cooperation with the Socialist Party, before the next elections. This rhetoric was also revealed yesterday. The DP distributed to the media a calendar, agreed with the SP, of the discussion of the main issues of the electoral reform, accompanied by two short assessments of what the electoral reform can and cannot achieve. Two things are understood from the text of the document. The first is that nothing essential will be changed: the system will not change, there will be no electronic voting, party financing will not be reformed, referendums will not be facilitated. The reform will focus on technical and administrative issues.
The non-change is justified on the grounds Cambodia Telegram Number Data that "some [electoral] issues may require more time, such as the issue of referendums and the law on financing political parties or may affect the constitution and require a wider debate or other approval process". Read also: The meeting of the National Council, Noka: Rama's scenario to divide the PD came to an end The presidency of the DP approves the statutory changes, Bardhi and Gjekmarkaj vice-presidents The lack of essential electoral changes creates the idea that DP is involved in the electoral reform, not to reform the system, but to use it as a new justification for the old demand for a technical government for the administration of the elections.
This is the second thing that is understood from the document. A paragraph of it, highlighted in black by DP, states: A prerequisite for these measures to be efficient is the creation of a level playing field through the full implementation of the principle of "separation of the state from political parties" in accordance with the OSCE Commitment provided by paragraph 5.4 of the Copenhagen Document. This statement can be translated: the electoral reform cannot be implemented by a party government of the Socialist Party, therefore a non-party government must be created. The DP is now justifying this request with one of the basic principles of the Copenhagen declaration of the former Conference on Security and Cooperation in Europe (CSCE), the forerunner of today's OSCE.
